️ Uzbekistan has now permitted the registration of citizens at their place of residence and stay in homes purchased through mortgage loans, based on the homeowner's application and the consent of the mortgage holder (bank). This change was established by a decree from President Shavkat Mirziyoyev on February 24. The reform is seen as a significant step in addressing housing issues for citizens, as previous registration in mortgaged properties faced bureaucratic hurdles.

️ It is recalled that a law adopted in July 2025 rendered void the 2011 law "On the List of Categories of Citizens of the Republic of Uzbekistan Subject to Registration at the Place of Permanent Residence in Tashkent City and Tashkent Region." The old law allowed permanent registration only for 12 categories of citizens, including property owners, relatives, children under guardianship, and individuals appointed by parliament, the president, or the government.

️ The July law abolished these restrictions – now any citizen can undergo permanent registration. Additionally, new mechanisms were introduced aimed at implementing a notification-based procedure for registering citizens at their place of residence. These changes are being carried out to streamline migration processes and expand citizens' rights.

️ Citizens, as well as permanently residing foreign nationals and stateless persons, have been granted the opportunity to submit online applications for registration at their place of stay through the Unified Interactive Portal of State Services or via convenient departments of migration and citizenship registration of internal affairs bodies and state service centers. These innovations are assessed as part of efforts toward digitalization and improvement of public services.
