Tashkent, Uzbekistan – Podrobno.uz. Jamshid Mirzaev, head of the Economic Legislation Department at the Ministry of Justice, refuted a common misconception during a podcast on UzReport TV’s “Legal View” channel.
He explained that consent from 80% of residents in a given area is required solely to initiate the inclusion of a project in the urban renovation program, not for the demolition of housing. After the initiative is submitted, the program must be approved by the People’s Deputies Council and a republican commission.
The territory is then assessed against several legally defined criteria: compliance with the master plan, inclusion in the renovation zone, moral obsolescence of buildings, condition of utility infrastructure, and population growth. Only areas meeting all requirements are included in the program.
Once officially included, the local administration (hokimiyat) and state bodies, together with investors, conduct separate negotiations with each citizen. A notarized agreement is signed based on the discussions.
The Ministry emphasized that demolition is strictly prohibited if there remains any outstanding debt from compensation payments, even as little as one sum.
