Human Rights Watch (HRW) has released a comprehensive report alleging that the Mali military and its Russian paramilitary allies have committed grave violations of international humanitarian law, resulting in the deaths and injuries of numerous civilians. The watchdog criticized international organizations and global governments for allegedly standing by while atrocities continue unchecked.
The West African nation has remained mired in conflict since 2012, facing insurrections from separatist groups and criminal networks. The military regime that assumed power following consecutive coups in 2020 and 2021 has heavily relied on Russian support, initially enlisting the Wagner Group before transitioning to state-controlled forces operating as the Africa Corps.
According to HRW, research conducted between July and September through interviews with witnesses and community leaders revealed multiple indiscriminate drone strikes. Incidents highlighted in the report include attacks on a health facility in Kidal and a bustling market in Bandiagara, alongside military operations in Segou and Mopti that allegedly left several civilians dead with total impunity.
Furthermore, the report documented abuses by opposition armed groups, such as the Coalition of Movements of Azawad and JNIM, which allegedly tortured and executed captured Malian soldiers. HRW has urged the African Union's Peace and Security Council to take immediate action, noting a sharp rise in civilian casualties from airstrikes over recent months.
