Uzbekistan plans to increase the production volume of local agricultural machinery and aggregates fivefold and raise the localization level by 10% between 2026 and 2028. This was reported by the presidential press service following a meeting chaired by Shavkat Mirziyoyev on February 23.

It is intended to bring machinery production to 6,000 units in 2026 and increase the localization level for self-propelled machinery to 30-35% and for mounted and trailed machinery to 60-65% by 2028.

Davron Hidoyatov, Deputy Chairman of the Board of JSC "Uzavtosanoat" for Innovations and Investments, noted that production is planned to increase from 3,200 to 5,780 units. However, the meeting set a task to utilize capacities at 70%. According to him, this requires revising the plan, increasing production to 7,000 units per year, mobilizing all resources, and reducing prices.

"Our main competitors are foreign machinery. For example, if an 80-horsepower machine costs 300 million soums abroad, we have managed to reduce the price to 259 million soums by increasing localization. This is not the limit yet, work continues. By 2027, the goal is to produce 14,000 units of machinery. There are all opportunities and resources for this," said Davron Hidoyatov.

He cited the experience of Karakalpakstan, Khorezm region, and Pakhtaabad district of Andijan region, where farmers were provided with two tractors and trailed machinery each. This allowed mechanization levels to reach 90%, increasing rice yield by 18%, wheat by 27%, and cotton by 25%. Total income amounted to 5.4 billion soums.

It was also reported that an academy for training specialists will be established in cooperation with the Polytechnic University of Turin and Germany's CLAAS engineering company, accepting up to 1,000 students annually.

Recall that in 2023, the agricultural machinery cluster in Chirchik launched tractor production. Until April 2026, agricultural machinery imports are exempt from customs duties and recycling fees.

The current subsidy scheme for purchasing machinery and aggregates applies only to machines with a localization level above 25%. The presentation proposed introducing subsidies for three most popular types of imported machinery as well. Overall, 660 billion soums are planned to be allocated this year to cover 15% of machinery costs.

Deputy Minister of Agriculture Alisher Shukurov stated that last year, over $250 million was allocated for purchasing modern machinery, and this year, funding is planned to reach $400 million.

"In addition, 1 trillion soums will be directed to subsidies, and another 200 billion soums to localizing agricultural machinery production. This opens great opportunities for the sector. Farmers are given a real opportunity to upgrade existing machinery, buy new ones, and develop their farms," said Alisher Shukurov.

According to him, another 800 cotton harvesters are planned for delivery this year. Furthermore, financing is envisaged for all types of machinery used in agriculture, including equipment for vegetable growing, horticulture, and other mechanized systems.

"Agrobank" will allocate loans up to 3.9 trillion soums for purchasing agricultural machinery.

Additionally, a task was set to organize one agro-service zone in each region with the participation of an agricultural agent. There, farmers can access banking and consulting services, soil monitoring and analysis, seedling supply services, agronomist consultations, and obtain information about training courses.
