The European Parliament has approved a €90 billion loan to Ukraine. This was announced by Parliament President Roberta Metsola.

"Today's crucial vote, approving the €90 billion loan, has provided vital support to Ukraine," she wrote on X.
According to information on the European Parliament's website, €30 billion will be provided to Kyiv as macro-financial assistance or state budget support through the EU Ukraine Facility mechanism. The remaining €60 billion will be directed towards strengthening the country's defense capabilities and purchasing military equipment.
The loan was supported by 458 MEPs, with 140 voting against and 44 abstaining. According to Politico, this decision removed the final obstacle for Ukraine to receive the first tranche of funds.
In arms procurement, Ukraine must prioritize domestic producers as well as suppliers from EU countries, the European Economic Area, and the European Free Trade Association. If necessary materials are unavailable in these countries, special exceptions will apply for purchases from other states.
Funding will be provided under strict conditions: Ukraine must adhere to democratic governance, the rule of law, and protect human rights, including minority rights.
Approval from the EU Council is required for the first tranche to be transferred in early Q2 2026. The loan will be financed through joint EU borrowing and guaranteed by the "safety margin" of the bloc's long-term budget. Debt servicing costs will also be covered from this budget.
The European Parliament clarified that debt servicing costs will amount to around €1 billion in 2027 and approximately €3 billion annually starting from 2028. The principal amount of the loan will be repaid by Ukraine after receiving reparations from Russia.
