According to analysis by the E-qaror portal, regional administrations in Uzbekistan adopted 661 decisions last month. Of these, 152 documents, or nearly a quarter, were kept from the public.
Samarkand region showed the best result with 0% closed documents, standing out sharply against the national average where almost every fourth document was secret.
Tashkent city was the most secretive region, with 63.3% of decisions unpublished. It was followed by Surkhandarya region (35.2%) and Khorezm region (34.8%). Tashkent region had a rate of only 3.7%.
Previously, the Tashkent city administration was named the most secretive state body in Uzbekistan according to the 2025 Openness Index, scoring only 40 out of 100 points.
