In the first half of 2026, Uzbekistan's Anti-Corruption Agency reviewed 19,495 decisions and orders marked as 'hidden' in the E-qaror system. The monitoring revealed that 775 documents were unjustifiably classified, prompting 42 official submissions to local government bodies.

Agency official Jorabek Beshimov stated that the number of undisclosed documents decreased compared to the previous year after the monitoring system was introduced. Specifically, closed documents fell by 13% in Tashkent city, 6% in Fergana region, 5% in Surkhandarya and Andijan, and 4% in Bukhara, Namangan, and Karakalpakstan.

Agency head Akmal Burkhanov emphasized that a submission is not merely an observation but includes specific requirements: explaining why a decision was closed, declassifying it promptly, and taking disciplinary action against responsible officials. Authorities must report back within 10 days.

Burkhanov noted that all submissions have been implemented: closed documents were declassified and officials faced disciplinary measures. However, he explained that administrative liability is not yet applied due to the absence of a specific norm in the Administrative Liability Code. A draft amendment introducing fines for officials has been prepared.

Earlier, Gazeta reported that in the first half of 2026, local administrations kept 28.5% of 24,200 documents secret, including 692 decisions allocating 1.5 trillion soums ($125 million). Last year, over 67% of Tashkent city administration decisions were closed to the public.
