The Administration of the President of Uzbekistan has been granted new sweeping powers, allowing it to issue binding instructions to state bodies, monitor the implementation of presidential decisions, and initiate disciplinary action against officials, including dismissal. These powers are enshrined in Article 7 of the new law on the Presidential Administration.
Additionally, the Administration will be able to independently draft presidential decrees, resolutions, and orders, as well as orders of the head of the Administration. It will also be responsible for finalizing draft laws and documents submitted for consideration by the President and the Cabinet of Ministers.
To study pressing issues of socio-economic and socio-political development, the Administration can create working commissions and groups, which may include heads of state bodies and organizations, including regional governors (khokims).
A key focus of the Administration's work will be coordinating and controlling the activities of state bodies directly subordinate or accountable to the President, as well as structures under the President and the Administration itself.
Heads of state bodies will be obliged to follow the Administration's instructions and provide detailed reports on their implementation. The Administration will also have the authority to inspect how state bodies comply with laws, decrees, resolutions, and orders issued by the President and the head of the Administration.
If violations or shortcomings are found during inspections, materials can be sent to the relevant officials for corrective action. Moreover, the Administration will have the right to evaluate the performance of officials and initiate disciplinary proceedings, including dismissal, in cases of failure to perform duties properly.
To carry out its functions, the Administration can request necessary documents and information from state bodies and gain access to their information systems, databases, and archives.
Its powers also include involving specialists from state bodies in preparing analytical materials and draft legal acts, coordinating internal control and anti-corruption units, and independently selecting state employees to work in the Administration.
The law separately addresses work with appeals from citizens and legal entities, including through the President's People's Reception Offices, as well as reviewing candidates for state awards.
Furthermore, the Administration can establish special procedures for storing and using archival information and state secrets necessary for its tasks, and monitor compliance with confidentiality.
The list of powers is not exhaustive — the Administration may also perform other functions provided by law.
