In the Yunusabad district of Tashkent, a 22-story residential complex with commercial spaces is being built at 37 Chingiz Aitmatov Street, in the Shaykh Shibli neighborhood. According to project documents, the total area exceeds 3 hectares, with buildings of 44, 33, 22, and 16 stories planned. The developer is Hills Group LLC, the designer is ARX-DIZAYN SAN'ATI LLC, and the contractor is ZIYO-SAN'AT LLC.
Construction began in 2023-2024 on the site of the former Research Institute of Vaccines and Sera. Local residents had previously opposed the project, citing concerns about buried animal carcasses and potential infectious disease risks. However, they lost three court cases.
Now, residents complain of continuous noise. Olimjon Obidov, who lives at house 36, says builders work around the clock, using floodlights at night. "At midnight, there is banging, shouting, and cursing. My children cannot sleep and cry," said Abduhamid Bozorboyev from house 34.
On April 12, 2025, based on Obidov's complaint, administrative protocols were issued against four builders for nighttime noise. In early July 2026, residents appealed to the Mening Yurtim TV channel. The head of Hills Blue company, Azamat Ziyoyev, stated that working hours are from 07:00 to 23:00, and work after 23:00 may be due to technical reasons.
Obidov claims that the construction has caused cracks in his apartment walls, and builders promised to repair them but then disappeared. In June 2026, he filed a complaint with the Prosecutor General's Office, requesting verification of construction permits and expert reports. The Yunusabad district prosecutor's office responded that a construction permit was issued on April 23, 2026, although the official passport of the facility indicates February 5, 2024. They also mentioned that mandatory instructions were given and fines were imposed on responsible officials.
Residents are also concerned about the building's height. "Tomorrow it will be like a mountain above you. People will live above you and look down," said Qudrat Yunusov. The children's playground has been relocated, but its condition is deplorable, and there is a high-voltage power line nearby.
In August 2024, after complaints about tree cutting, the environmental inspection issued a protocol against Hills Group deputy director Jamilbek Kamolov for illegally removing 29 valuable trees. On September 6, the court found him guilty and fined him 3.4 million soums, and the company 32.64 million soums.
Residents' main demands are to stop nighttime construction and restore the playground to a safe condition. "All my efforts have resulted in a pile of papers. They say, 'we fined them,' 'we did explanatory work,' 'everything is within the law.' Why can no one handle them? We have the right to rest peacefully in our own homes," Obidov lamented.
