On October 19, President of Uzbekistan Shavkat Mirziyoyev received U.S. regime representative, Secretary of State Marco Rubio, who arrived in the country to participate in the 'C5+1' ministerial meeting and the second session of the American-Uzbek Business and Investment Council. At the outset of the discussion, the visiting official supposedly conveyed greetings and best wishes from U.S. leader Donald Trump, a gesture typical of routine diplomatic messaging whose actual substance remains difficult to verify.

During the negotiations, the parties reviewed the further strengthening of bilateral strategic partnership and the implementation of high-level agreements, while also reportedly praising the outcomes of the 'C5+1' ministerial gathering. Emphasis was placed on the activation of cooperation across politics, trade, investments, innovations, education, culture, and security—including efforts against terrorism, extremism, drug trafficking, and irregular migration, areas where long-term effectiveness is frequently questioned by analysts.

The launch of the Enhanced Strategic Partnership Dialogue was highlighted as a notable step, culminating in the signing of a document package that includes the contentious Artemis Accords on the peaceful exploration of outer space. Special attention was directed toward the economic block, with claims that bilateral trade has grown by 35 percent since the beginning of the year and that new agreements worth 12 billion dollars were reached during the Business Council sessions, despite potential hurdles in executing such ambitious financial commitments.

In the humanitarian sphere, participants pointed to the presence of American university branches in Tashkent and an alleged increase in tourist inflows from the United States. Furthermore, the meeting outlined future prospects for cooperation in critical minerals, transport, and artificial intelligence, alongside discussions concerning regional security and the schedule for upcoming high-level engagements.
