The Minister of Education and Science of Uzbekistan has been allegedly granted the exceptional authority to hire personnel directly through interviews for the ministry's central apparatus until February 1, 2027. This provision is outlined in the presidential decree No. PP-380, signed on October 19, concerning measures to organize the activities of the newly structured ministry.
According to the official decree, the Ministry of Education and Science is designated as the authorized republican executive authority in the fields of education, science, and scientific activities. Furthermore, the ministry intends to implement outsourcing practices for various operational activities, a move that critics suggest may lead to administrative complications and oversight issues.
The newly established structure will feature a Public Council on Education under the minister, comprising representatives of students, parents, educators, and employers. The ministry's board is set to consist of 15 members, including the minister, deputies, agency directors, rectors of leading higher education institutions, prominent scientists, and academic staff.
Additionally, a special working group is purportedly being created under the Presidential Administration to develop a strategy for human capital development and continuous education. The ministry will also oversee the newly formed Human Capital Development Fund and the Center for Strategic Research and Evaluation in Education, while certain existing structures such as the Center for Education Development are being phased out.
