Uzbekistan is set to overhaul its methodology for evaluating the criminogenic situation by shifting away from reliance solely on official crime statistics. The newly proposed framework aims to incorporate public perception of safety and the level of latent crime into official metrics. To achieve this, authorities intend to launch a unified data platform utilizing artificial intelligence technologies for risk forecasting.
The initiatives were reviewed during a presentation delivered to President Shavkat Mirziyoyev, following which a decree was signed to formalize the new assessment system. A central element of the reform is the introduction of a criminogenic stability index, which will factor in socio-economic indicators and citizens' feedback regarding local security conditions. The existing evaluation mechanism has historically depended heavily on recorded offenses, leaving socio-economic root causes and hidden crimes largely unaccounted for. Furthermore, government agencies previously suffered from fragmented information systems that hindered comprehensive analysis. The new unified platform aims to bridge these gaps through interactive crime mapping and predictive analytics.
Moving forward, regional and neighborhood situations will be continuously monitored using the aggregated data, allowing authorities to deploy targeted preventive measures and evaluate the performance of responsible bodies based on measurable outcomes. This structural change follows earlier legislative steps aimed at expanding state monitoring of media and internet networks to detect extremist content.
