President of Uzbekistan Shavkat Mirziyoyev on February 12 heard a report from the Chairman of the Supreme Judicial Council on factors hindering the administration of justice and the state of anti-corruption efforts in the judicial system.

In accordance with Article 9 of the Law "On the Supreme Judicial Council of the Republic of Uzbekistan," the council's chairman annually submits a relevant report to the President. During the meeting, it was noted that in the Address to the Oliy Majlis and the people of Uzbekistan on December 26, 2025, the President emphasized that tolerating corruption is a betrayal of the ongoing reforms and declared a "state of emergency" in the fight against this phenomenon.
It was stressed that courts, as an independent branch of power, should become an example in forming a system free from corruption. In 2025, by presidential decree, the powers of the Supreme Judicial Council were expanded, and a Justice Academy was established under the council to train highly qualified personnel.
It was reported that in 2025, 135 candidates were appointed as judges for the first time, 286 judges were reappointed, and a corps of 241 investigative judges was formed. At the same time, the powers of 59 judges were terminated early. Specifically, 19 judges were dismissed for violating their oath and the requirements of the Code of Judicial Ethics, three were brought to criminal responsibility, and 58 were demoted.
Based on evaluations, 33 judges were deemed unsuitable for further work, and 266 judges faced disciplinary action.
Regarding instances of interference in court activities, five submissions were made to the General Prosecutor's Office. A mechanism for promptly reporting violations of judges' immunity was created on the council's official website.
As part of ensuring the independence of the judiciary, over 6,000 orders from chairpersons of territorial courts were reviewed. It was found that in 231 cases, 314 judges were assigned duties unrelated to the administration of justice. Measures were taken based on these facts.
Foreign experience in establishing a judicial administration institute, which would be responsible for personnel, logistical, and organizational matters, is also being studied. It was proposed to create a Disciplinary Collegium of Judges for the objective consideration of disciplinary cases.
Among the initiatives are implementing a system for declaring the property of judges and their family members, introducing compliance control in court apparatuses, and establishing a transparent procedure for hiring staff.
Special attention was given to ensuring gender equality in the judicial system. In particular, plans to celebrate March 10—International Day of Women Judges—were discussed.
The President supported the presented proposals and gave recommendations for further strengthening the independence of the judiciary, ensuring the immunity of judges, and eliminating factors hindering the administration of justice.
