Former Ukrainian Justice Minister Herman Halushchenko was detained while attempting to leave the country. The National Anti-Corruption Bureau of Ukraine (NABU) reported this.
According to NABU, the ex-official was detained while crossing the state border as part of the "Midas" case investigation. The agency noted that initial investigative actions are currently being carried out in accordance with legislation and court sanctions.
Halushchenko was removed from a train on the night of February 15 while trying to cross the border.
The "Midas" anti-corruption operation is linked to the activities of the state company Energoatom, the operator of all nuclear power plants in Ukraine. The investigation identifies businessman Timur Mindich, referred to as a former business partner of Ukrainian President Volodymyr Zelenskyy, as the organizer of the corruption scheme.
According to law enforcement, scheme participants demanded kickbacks of 10–15% of contract amounts from Energoatom contractors, threatening to block payments and revoke supplier status. The total amount of illegally obtained funds, according to the investigation, could amount to about $100 million.
Halushchenko served as vice president of Energoatom from 2020–2021 and headed the Ministry of Energy of Ukraine from 2021 to 2025. After a government change last summer, he was appointed justice minister, but parliament dismissed him in November amid a corruption scandal.
