Starting June 1, 2026, Uzbekistan will introduce a new online service allowing drivers to apply for the release of their vehicles from impound lots without visiting the Road Safety Service (SBDD) office in person. Previously, drivers had to submit a package of documents in person.
Applications can now be submitted via the MyGov.uz portal, the SBDD mobile app, or a public service center. The service is free of charge, with a processing time of one business day. Applications are accepted 24/7, including weekends and holidays.
The rules for the new service were approved by Cabinet of Ministers Resolution No. 208 of April 28, 2026. The Ministry of Internal Affairs is required to integrate information systems by May 31. The option to apply in person, orally, or in writing remains available.
Grounds for vehicle impoundment include: driving under the influence, driving without a license or registration certificate, excessive window tinting, leaving the scene of an accident, or road hooliganism. The full list is specified in Article 291, Part 1, Clause 'a' of the Code of Administrative Responsibility.
Part 3 of Article 291 adds another ground: if a driver fails to pay a traffic fine within 60 days of the decision, the vehicle is detained until enforcement proceedings conclude. An exception applies if the fine was paid via electronic payment system, mobile app, or bank cashier.
The vehicle remains in the impound lot until the reason for detention is resolved or the administrative case is adjudicated.
The application requires: for individuals – full name, place and date of birth, passport or ID card series and number, residential address, PINFL, phone number, email; for legal entities – name, TIN, address, phone, email. Vehicle details include license plate number, documents proving the right to drive (driver's license, registration certificate, insurance policy, power of attorney, waybill), and additional documents (e.g., vehicle acceptance certificate).
After filling out the form, the applicant verifies the data and confirms it via One-ID. If an automatic check reveals errors, the SBDD sends a notification within one business day. The driver has five business days to correct errors; otherwise, the application is rejected and must be resubmitted.
Permission to retrieve the vehicle is issued in two cases: when the reason for detention is resolved or when a decision on the administrative case is made. The SBDD sends a notification via MyGov.uz or the mobile app within one business day. If the reason is not resolved, a separate notification is sent.
In case of refusal, the applicant may appeal the SBDD decision to a higher authority or court. If the court finds the administrative decision unlawful, the applicant may seek compensation for damages.
