Tashkent, Uzbekistan – Podrobno.uz. The State Center for Environmental Expertise has issued a positive conclusion for the first phase of the Sea Breeze Uzbekistan all-season resort project on the eastern shore of the Charvak reservoir. The document not only defines construction parameters but also imposes a series of obligations on the developer, ranging from creating a regional sewage system to strict control over construction equipment quality.

According to project documentation, the total area of the complex will be 577 hectares, with about 100 hectares to be developed in the first phase (until 2029). The territory will be divided into functional zones: 26% for hotels and apartments, 14% for resort hotels, and another 21% for residences and villas. Infrastructure will also include medical and sports clusters, a business center, and an amphitheater for 2,000 spectators. However, implementation of these plans is directly tied to meeting a number of infrastructure and environmental protection requirements.

One key condition is solving the wastewater issue. Since nearby settlements lack centralized sewage, the developer is required to create a wastewater treatment system and integrate it into the regional network leading to Chirchik facilities. This requirement is complemented by a water protection buffer: along a 7 km shoreline, any capital construction is prohibited in a strip 100 to 300 meters wide.

Environmental safety concerns also affect the construction process itself. Given the wind rose in the Charvak basin, the developer is banned from using equipment below Euro-5 environmental class, and concrete units on site must be equipped with filters with cleaning efficiency of at least 99.5%. Additionally, the company must conduct additional landslide hazard studies in the Kalash sai valley and develop a plan to preserve valuable tree species, particularly Zeravshan juniper and walnut.

Legal preparation of the project involves re-registering lands of 17 farms, forest and water fund plots. The document emphasizes that the issued conclusion is valid for three years. If during this period the developer violates the prescribed regulations or makes changes to the project without re-approval, the expert decision will be annulled. Control over compliance with all conditions is assigned to the Main Department of Ecology and Climate Change of Tashkent region.

The agreement with Azerbaijani company Agalarov Development to build the Sea Breeze Uzbekistan all-season resort in Bostanlyk district of Tashkent region was signed on June 11 by Uzbekistan's Minister of Investment, Industry and Trade Laziz Kudratov. The total project cost is $5 billion, covering 577 hectares.

Agalarov Development owner Emin Agalarov presented the master plan of the international tourism center on the shore of the Charvak reservoir to President Shavkat Mirziyoyev in April this year.

Earlier, the construction project on the reservoir's shore became a subject of debate on social media, where activists expressed concern about the ecosystem's state and demanded open dialogue.

In response, project initiator Emin Agalarov emphasized that the company's priority is compliance with all environmental norms and installation of modern treatment facilities to ensure environmental safety.

In January 2026, public hearings were held in Bostanlyk district, where residents and activists criticized the project. Main concerns included loss of natural landscape and increased dust load on Tashkent. Activists noted that mountain areas remain the only opportunity for citizens to breathe clean air and feared that construction dust would be directed towards the capital.

In response to criticism, project manager Sardor Khamidov said the developer intends to preserve the terrain and green spaces, and if tree removal is necessary, a compensation norm of "one to ten" will apply. Meanwhile, a representative of the Ministry of Construction, Abulkosim Abdukholikov, citing World Bank studies, stated that construction's contribution to the overall city dust structure is about 6% and is not significant. Project representatives also emphasized that the complex will not negatively affect the reservoir due to a full water circulation system and centralized wastewater treatment.
