The government of Uzbekistan has adopted a resolution aimed at improving the legal literacy of the population. The document provides for the launch of digital platforms, creation of educational materials, and introduction of new forms of interaction with citizens.
According to the document, a program of measures to develop legal culture for 2026–2027 has been approved. It envisages active use of the “Online Mahalla” platform and the “Mahalla Seven” mechanism to analyze population problems and prepare accessible explanatory materials — annotations, videos, infographics, and booklets.
At the end of each year, a collection of “Top 100 Legal Recommendations” will be compiled based on citizens’ appeals. The program also includes creation of video content, podcasts, and interviews with experts to be published on the “AdliyaTV” platform, explaining new legislative acts in simple language.
Special attention is paid to digitalization: a mobile application “Legality in Construction” with an AI-based chatbot is planned. It will allow interactive study of construction legislation, taking tests, and reporting illegal construction.
Additionally, the Advice.uz portal and the “Gender-madad” platform will be modernized, and quizzes with prizes will be held on social networks.
The program also includes measures to improve legal culture among children and youth: creation and distribution of educational videos, holding a “Month of Legal Knowledge” in educational institutions, as well as online challenges and social video contests under the slogan “Protect the family — stop violence!”.
Heads of state bodies will bear personal responsibility for timely and high-quality implementation of measures and must report quarterly to the Ministry of Justice.
