In Tashkent, investigations conducted at the end of 2025 have revealed cases of crime concealment. According to a document published by the Council of People's Deputies, 954 illegal refusals to initiate criminal cases were revoked, and new criminal cases have been opened based on them. In three instances, it was found that crimes were not registered at all.

The document states that 537 of these decisions were made at the city level, with another 417 at the district level, and 23 of them fall under the category of serious crimes. Concurrently, in 2025, Tashkent recorded 30.6 thousand crimes compared to 32.1 thousand the previous year, indicating a 4.7% decrease. More than half of all crimes—16,248—are linked to cybercrimes.

The report highlights that over the past five years, the number of crimes committed using information technologies has increased 164-fold. As part of supervisory activities, other procedural decisions have been reviewed: 124 refusals to initiate criminal cases and 70 decisions to terminate or suspend investigations have been revoked. Monitoring of crime report registration in the "E-material" system and their objective consideration has been strengthened.

In the sphere of land relations, 3,927 cases of unauthorized seizure of plots totaling 61.2 hectares were identified. Criminal cases have been initiated for 123 of these incidents, with total damages exceeding 134 billion soums. At a meeting on January 27, the President of Uzbekistan criticized the work of law enforcement agencies in combating cybercrime, organized crime, and fraud, noting that the system is failing to address existing challenges.

The head of state also recalled the embezzlement of 186 billion soums within the system of the Ministry of Internal Affairs, for which former high-ranking officials were detained. These incidents once again raise concerns about the effectiveness and transparency of law enforcement operations.
