Uzbekistan, Tashkent – Podrobno.uz. The Banking Supervision Committee of the Central Bank held 7 meetings in February 2026, reviewing 43 issues and making corresponding decisions on regulating the financial sector. The primary focus was on compliance with prudential norms, consumer protection, and ensuring cybersecurity in the banking and payment systems.

During the reporting period, 30 issues related to licensing procedures were considered. These included: approval of changes to the charters of credit organizations (3 cases), issuance of permits for ownership of shares in the authorized capital (1 case), provision of certificates for the right to conduct bank audits (6 specialists), registration of new microfinance organizations (5 organizations), re-registration of a license for payment organization activities (1 case), and approval of candidates for supervisory boards and management of commercial banks (14 individuals).

Based on inspections and audits that identified deficiencies in organizational activities, the Central Bank applied strict measures against a number of market participants. Penalty sanctions were imposed on 11 banks for non-compliance with legal requirements. Warnings about possible measures and sanctions were issued to 14 banks and 4 payment organizations. The reasons included violations of prudential standards and delays in bringing activities into compliance with the law.

To minimize potential risks and form macroprudential buffers, the Central Bank restricted profit distribution for 8 commercial banks. These organizations are prohibited from paying dividends on ordinary shares. This measure aims to retain capital within banks to strengthen their financial stability and protect against potential losses.

Additionally, the meetings discussed the results of testing financial services in a “regulatory sandbox” mode and issues of compliance with cybersecurity standards, which is becoming a critically important factor for the stable operation of the country’s payment systems.
