According to a decree by Uzbek President Shavkat Mirziyoyev on March 25, an indefinite moratorium on the establishment of new industrial zones in Tashkent will take effect from April 1. This decision aims to improve the city's environmental conditions and ensure orderly development. During the moratorium, the government plans to review environmental requirements and construction standards.
The decree also mandates that from June 1, 2026, all construction sites must be equipped with background monitoring stations and integrated into the unified geoinformation database of the Ecology Committee. These measures are designed to enhance environmental oversight of construction processes and centralize data. Additionally, online cameras must be installed at construction sites and exit points, with integration into the unified database, as part of compulsory implementation.
Under the new rules, it is mandatory to submit an environmental expert conclusion during the review of project-estimate and urban planning documentation for construction projects. This step strengthens environmental protection at the design phase. Furthermore, for new buildings with a height exceeding 12 meters or a total area over 500 square meters, it is prohibited for the green areas of adjacent territories to constitute less than 30% of the total area of land plots allocated for the project.
A practice of reducing rating scores in the national "Transparent Construction" information system will be introduced for construction organizations that commit violations. This system serves as a tool to incentivize companies to comply with environmental and legal standards. Overall, these new regulations form part of a broader initiative to transform Tashkent into a sustainable and environmentally friendly city, addressing urban growth challenges.
