On April 3, the Ministry of Justice of Uzbekistan registered a new departmental document concerning higher education (registration number 3807). This regulation establishes rules for organizing the higher education system, the educational process, management, financial relations, and defines the rights and obligations of students and teaching staff.

According to the regulation, higher education is conducted at bachelor's and master's levels, with bachelor's degree programs lasting at least 3 years. Education can be organized in full-time, part-time, evening, distance, dual, and other forms. The educational process is implemented based on a national credit-module system, adapted to the European Credit Transfer and Accumulation System (ECTS), aimed at aligning with international standards.

To ensure graduates meet labor market demands, educational programs are developed in collaboration with employers. Students are granted specific rights, including a prohibition on involving them in work unrelated to education. Compliance with internal regulations is required, and higher education institutions are granted academic, organizational, and financial independence, expanding their ability to manage activities autonomously.
