At its 14th plenary session, the Senate of Uzbekistan discussed and approved the Law on Urban Renovation. The main objectives of the law include improving living conditions for the population, gradually renovating seismically hazardous and outdated buildings, and modernizing communication systems.
Renovation processes are mandated to be open and transparent: the program will be published on the 'Urban Renovation' electronic platform, as well as in media outlets and on official websites. This aims to provide citizens with comprehensive information about the project.
The law outlines four forms of compensation: ownership rights to a new or alternative residential/non-residential property within the renovation area, monetary compensation, and other forms by agreement. Additionally, property owners will receive a one-time payment equivalent to 12% of the compensation amount for incurred inconveniences.
The legislation prioritizes property owners' rights: all contradictions and ambiguities in relations with state authorities are to be interpreted in favor of the owner. This represents a significant step in safeguarding citizen rights.
If relocation is necessary, citizens will be directed to prepared zones, while persons with disabilities will be accommodated in housing with comfortable conditions. This reflects principles of social justice and protection.
