The Cabinet of Ministers of Uzbekistan has adopted a resolution to relocate greenhouse farms from Tashkent and Tashkent Region, which have a negative environmental impact, to the "Surkhon-Agro" agro-industrial zone in Surkhandarya Region. The decision aims to improve the ecology of the capital and make more efficient use of the climatic conditions in the southern region.

Starting June 1, 2026, the creation of new greenhouses using coal and fuel oil will be prohibited in Tashkent and several districts of the region. From August 1, 2026, the supply of natural gas to greenhouse farms will cease, and water tariffs will be increased fivefold. Additionally, compensation payments for environmental pollution from the use of coal, fuel oil, and other materials will be applied at a twentyfold rate.

The "Surkhon-Agro" free economic zone will feature modern infrastructure and a management system, establishing a greenhouse center that will supply the country with vegetables and fruits year-round. Entrepreneurs relocating their businesses to Surkhandarya will receive support measures, including loan extensions of up to 5 years with a grace period of up to 3 years, and compensation for greenhouse relocation costs of up to 500,000 soums per hundred square meters of land.

Land vacated in the capital region cannot be built upon; it is planned to be used for gardens, vineyards, or green areas. Violation of environmental requirements will lead to suspension or denial of a positive environmental expert opinion.
