According to the press service of the Competition Committee, a total of 2057 complaints related to problems in the construction of multi-apartment residential buildings were recorded in 2025 and in January-February 2026. This figure clearly indicates the severity of issues in the housing construction sector in recent years and underscores the need for stronger consumer protection measures.
Specifically, over 1700 complaints were received throughout 2025, with investigations revealing widespread issues such as missed construction deadlines, substandard work quality, and violations of contractual terms. In January-February 2026, an additional 350 complaints were registered, confirming that these problems persist and continue to affect citizens seeking housing.
The Competition Committee resolved 1529 complaints positively, accounting for 74.3% of the total. As a result, approximately 24.4 billion Uzbek soums were recalculated in favor of consumers. While this demonstrates the committee's active role in safeguarding consumer rights, it also highlights the ongoing challenges posed by construction companies' non-compliance with regulations, suggesting systemic issues in the industry.
One illustrative case involved a citizen who signed a contract to purchase an apartment in a multi-story building and paid nearly 1.4 billion soums. However, "S.R." LLC failed to deliver the apartment on time, and the construction work was of poor quality. Following a thorough review of the citizen's complaint by the Competition Committee, the full amount paid was refunded. This example underscores the significant financial and personal harm that construction-related problems can inflict on individuals, pointing to broader deficiencies in oversight and enforcement within the sector.
