In 2025, one-third of 2.6 million construction-related applications were rejected. President Shavkat Mirziyoyev stated at a selector meeting on April 14 that mass rejections of construction permits are actually linked to corruption. He emphasized that responsible officials often cite "deficiencies" as reasons, but deeper investigation reveals numerous issues, which he claimed are manifestations of corruption.
The President asserted that the only way to end this is through digitalization and artificial intelligence. These measures aim to simplify processes and increase transparency. Starting July 1, the experience of Tashkent will be implemented nationwide, where document review for construction has been reduced by 3-4 times by merging two services into one stage.
Technical conditions for connecting to electricity, gas, water, and sewage can be obtained through a single application and payment. Khokims (local governors) will be appointed as chairs of urban planning councils, making final decisions on entrepreneurs' issues. In the "Transparent Construction" rating, construction companies will receive points for equipment taken on lease, allowing at least 500 enterprises to rise by 1-2 positions and access a market worth 17 trillion soums.
Restrictions on importing special equipment (one unit per year) will be abolished. Responsible officials have been tasked with analyzing all processes—from obtaining permits to commissioning—within three months and reducing requirements, deadlines, and payments by half. In context, in August 2025, entrepreneur Usmonjon Abdusamatov openly criticized the system, stating that construction permits are not granted without "assalamu alaykum" (a greeting implying informal payments), leading the Ministry of Construction to file a complaint against him with the Ministry of Internal Affairs.
