Uzbekistan has significantly streamlined the procedure for obtaining a certificate confirming the absence of debt for utility services. This document can now be issued free of charge and online through the Unified Portal of Interactive State Services (EPIGU, my.gov.uz) in just a few steps. The changes took effect on April 16, following a presidential decree that had previously outlined this initiative.
To apply for the certificate, users must complete an application form. For individuals, required information includes: surname, first name, and patronymic; passport or ID card details; language of the certificate (Uzbek or Russian); email address (if available) and phone number; and cadastral number. Legal entities need to provide: full name; phone number; tax identification number (TIN); cadastral number; and subscriber account (if available).
After submission, the system will check for any outstanding debts, and if none are found, the certificate will be generated in electronic format. This innovation is expected to save time and resources for citizens and businesses, as the previous process often involved more bureaucratic steps and in-person visits.
This update is part of broader efforts to digitize state services through the EPIGU portal. Recently, procedures for replacing worn-out state license plates for car owners were also simplified, highlighting the ongoing digital transformation in Uzbekistan's public administration.
