In Uzbekistan, a new "Early Intervention" system for children under three years old with developmental delays will be launched by June 1, 2026. The program aims to provide correctional-pedagogical assistance, including speech development sessions and therapeutic physical education. Services will be delivered by non-governmental organizations, with quality control ensured through a special electronic registry.
President Shavkat Mirziyoyev approved the proposed support mechanisms, which also include expanding financial benefits for families. Specifically, for parents of children with disabilities aged 3 to 18, the monthly fee for day care centers (up to 3 million soums) is exempt from income tax.
Additionally, the right to free travel on urban passenger transport is extended to individuals with Group I disabilities and one accompanying person. Previously, it was reported that legal representatives caring for adults diagnosed with profound intellectual disability will receive a new monthly care allowance starting September 1, 2026.
