Starting July 1, 2026, all new, reconstructed, and majorly renovated buildings owned by ministries, agencies, state organizations, social institutions, and state-owned enterprises in Uzbekistan must meet at least energy efficiency class S. This requirement is outlined in a presidential decree titled “On additional measures to improve energy efficiency, save and rationally use energy resources in 2026.”

The decree mandates enhanced monitoring of energy consumption using digital technologies. Notably, saving electricity and gas by disconnecting consumers from networks or imposing restrictions is now prohibited.

The Energy Efficiency Agency will be authorized to finance energy service projects through a special fund. This involves guaranteed payments to ESCO companies that implement energy-saving solutions at state facilities.

Annual programs will be launched to radically improve energy efficiency at facilities where energy consumption significantly exceeds established norms. By October 1, 2026, the government plans to introduce analysis of energy consumption and efficiency indicators using Big Data, business analytics, and artificial intelligence technologies.

Previously, it was reported that Uzbekistan would tighten liability for illegal use of energy resources.
