On May 20, the Cabinet of Ministers adopted a resolution to improve the system of capturing and keeping stray animals in Chirchiq. Currently, the existing shelter in the Ma'rifat neighborhood houses 600 to 1,000 animals, staffed mainly by volunteers.
The resolution approves a proposal by the Tashkent regional administration and the Veterinary Committee to build and equip a new shelter for 4,000 stray animals based on modern approaches. The customer role is assigned to the Improvement Department under the Chirchiq city administration.
The new facility will include veterinary stations, quarantine zones, and isolation rooms. The staff of the animal capture department will be increased from 2 to 15 positions.
In 2026, construction, equipment, and landscaping of the shelter, as well as maintenance of 13 additional staff positions, will be funded from the Cabinet's reserve fund. Two special vehicles, clothing, and capture equipment will be purchased from the local budget.
The Ministry of Economy and Finance will allocate 8 billion soums from the reserve fund to the Improvement Department within one month. The department is allowed to hire qualified technical supervision consultants under direct contracts.
By the end of 2028, the shelter is planned to gradually transition to self-financing by expanding paid services.
