In Uzbekistan, 300,000 gas meters and 234,000 electricity meters installed in households are not transmitting data to automated accounting systems. This was announced by President Shavkat Mirziyoyev at a meeting on the energy sector on July 27.
More than four years have passed since the introduction of automated systems for accounting electricity and natural gas (ASKUE and ASKUG). However, to date, over 534,000 meters are either not connected to the data transmission system or are not providing data in the normal mode.
The head of state emphasized that this complicates accurate accounting of energy resource consumption and payment control. As a result, in some regions, accounts receivable are increasing rather than decreasing.
A similar problem was encountered by a Gazeta correspondent. Due to a malfunctioning modem in the gas meter installed in his home, the device has not been transmitting data automatically for over a year. Consequently, a gas service employee visits the house every two to three months, manually records the meter readings, and enters them into the system. After that, an invoice for the consumed gas is generated and payment is made.
The gas service employee suggested temporarily removing the meter and sending it for repair. However, this requires first finding a gas service specialist and a plumber to temporarily connect the gas pipe directly to the stove. Installing such a temporary connection and later removing it imposes additional costs on the consumer.
At the meeting, the president noted that some local governors lack clear calculations for developing energy infrastructure.
It was reported that the level of losses in electrical networks is 17.2%. Over the past six months, 4.8 billion kWh of electricity was lost.
In the city of Andijan, as well as in Asaka, Yangiabad, Koson, Kokdala, Boysun, Oltinsoy, Kushtepa, Tashlak, Kushrabot, and Samarkand districts, electricity losses exceeded 25%.
The president also noted that many leaders understand energy efficiency only as installing solar panels. The meeting emphasized that if the building itself does not meet energy efficiency requirements, the funds allocated for this purpose are spent inefficiently.
In 2024, Hududgazta'minot reported that electronic gas meters may stop transmitting data due to battery or communication system malfunctions. However, in such cases, the meters store hourly and daily gas consumption data in memory for 90 days. Once communication is restored, this data is automatically uploaded to the system and taken into account for recalculation. The company recommended that consumers regularly compare meter readings with data in their personal account. If discrepancies or unchanged balances are observed, they should contact the short number 1104 or the local gas worker.
The Tashkent city administration's Technopark has been producing smart gas meters under the Osten brand since early 2020. According to Gazeta, by July 2021, it was planned to deliver 3.54 million electronic gas meters worth a total of 5.28 trillion soums (approximately $507 million at the Central Bank exchange rate as of December 1, 2021).
