President Shavkat Mirziyoyev signed a resolution on July 27 outlining additional measures for the socio-economic development of Tashkent in 2026-2027, which includes the mass sale of several markets and shopping complexes in the capital.
According to the document, in order to reduce state participation in the economy and create favorable conditions for the population and entrepreneurs, a number of markets, shopping complexes and their branches will be put up for mass auctions based on decisions of the management bodies of economic societies.
The list includes the Chilonzor Commodity Market, Orikzor Shopping Complex, as well as the Kuilyuk, Aviasozlar and Farhad farmers' markets, and the Sergeli car market. Tashkent Invest Company has been designated as the customer for preparing and organizing the sales.
The company will put the facilities up for sale as ready-made business projects, with master plans developed using funds from the Tashkent City Development Fund. The condition is that modern eco-markets, trade and service centers, entertainment complexes and multi-storey car parks must be established on the sites of the sold markets.
In addition, certain land plots and municipal real estate objects may be transferred to Tashkent Invest Company in exchange for increasing the state share in its authorized capital. The company will have the right to build or reconstruct facilities on these territories and sell them through electronic online auctions.
At a meeting chaired by the president in late March 2025, plans for privatizing state property were discussed, including abolishing the mandatory participation of local authorities in managing markets. Currently, at least 51% of the shares in 537 markets and shopping complexes in the republic belong to local administrations.
Previously, several markets in Tashkent have already been privatized. In December 2024, China's Sheng Ke-International company won the auction for the Askiya market area. A three-story complex with an eco-market, shopping center and offices is planned on the site of the Yunusabad market. The branch of the Beshkurgan market in the Mirabad district was also put up for auction, with a 6-story shopping mall planned in its place.
