Uzbekistan's Ministry of Transport reported that 79,618 administrative protocols have been drawn up against fare-evading passengers on Tashkent buses since the beginning of 2026. Of these, 10,535 were recorded in July.

Violators were penalized under Part 5 of Article 144 of the Administrative Liability Code (fare evasion on trolleybuses, trams, and city/suburban buses). Each offender was fined one-tenth of the base calculation value — 41,200 soums.

The total amount of fines collected since the start of the year reached 1.988 billion soums, with 234.6 million soums collected in July alone.

The Ministry noted that regular inspection raids are conducted to improve payment discipline on buses. Targeted checks are organized on routes where fare revenue is declining.

Such inspections were carried out on 17 bus routes in July and on 82 routes since the beginning of the year.

The Ministry emphasized that the stable operation of the public transport system depends on fare revenue and urged passengers to pay fares on time and in the prescribed manner.

Previously, over 32,000 protocols were issued in January-March. Fines for fare evasion began on March 14, 2025, and by the end of that year, 22,500 passengers had been penalized.

Toshshahartransxizmat earlier reported that over 50,000 citizens were fined in the first four months of 2026. Plans are underway to introduce AI-based monitoring of fare evaders.

According to a government resolution, from September 1, passengers on buses equipped with automated payment systems (validators) must pay using transport cards, bank cards, smartphones, or other contactless electronic means upon boarding. If payment is not made, the passenger is considered a fare evader.
