Saida Mirziyoyeva, head of the Presidential Administration, visited the Lolazor neighborhood in Tashkent and personally examined the legality of construction projects being carried out in residential courtyards across the city. In a video posted on her Telegram channel, she described the situation as a 'crime'.

In the video, Mirziyoyeva expressed dissatisfaction with the situation, asking: 'What is this? Everyone is talking, all media are discussing. Who is going to build what here?' With these words, she drew attention to the controversy surrounding the construction sites.

Aziz Azimov, first deputy head of the Presidential Administration's Department for Public Security and Rule of Law, clarified: 'A private entrepreneur, allegedly intending to invest, brought it to this state. In 2023, he is again fencing it off with this fence. While fencing, he is demolishing the neighborhood building. He is also demolishing this playground. We had a children's playground over there. There was a fountain in the middle.'

Mirziyoyeva responded: 'They have gotten used to it,' she said. 'First they look, then they turn it into a wasteland. Then they quietly close it, cut down trees, concrete it (those around nod). And then you see, a great plot. Those around also say: "Well, okay, let it be, rather than lying like this"'.

Addressing the city prosecutor Anvar Urmanov, she stated: 'You are the city prosecutor. Look into these issues. Who will look if not you? What is this? This is a crime. Who will the people be dissatisfied with? This is all, how many people live here?' The prosecutor replied: 'We are working on it, Saida Shavkatovna, a criminal case has been opened. As soon as we found out...'

Mirziyoyeva told Azimov: 'Follow this (control it - ed.)'. She then ordered a city-wide inventory: 'Now look, I gave you this task. Conduct an inventory throughout the city. Give it back to the people. This is the people's property! No acquaintances should be involved. Watch. Behind them there are always some forces, guys. You understand? Simple people cannot do this. This is done by arrogant, "blatnye" (connected) people'.

The prosecutor said: 'We will punish demonstratively (for others to see - ed.)'. Azimov promised: 'As you said, we will hold accountable, take legal measures, remove all fences. We will level it, restore the children's playground here, and return the place to the people'.

Mirziyoyeva instructed to pay attention to the city's design code: 'Don't make a holiday of the Christmas tree. We need to think about the design code of the city. This is an important issue'. Bakhtiyor Rakhmonov, first deputy mayor of the capital for construction, creating a barrier-free environment, development of communications, ecology and landscaping, replied: 'Exactly, it exists, the design code'. But Mirziyoyeva objected: 'I see your design codes, shame, everything is overgrown with flowers'.

She added: 'As I said, neither "blatnye" nor arrogant will remain. Punishment is inevitable. These are the words of our leader. Everyone is equal, understand? You watch. Okay?' she said. Expressing confidence in the prosecutor's office representatives, she noted: 'I trust you. You also show yourself'. Addressing Rakhmonov, she added: 'You be careful, design code and so on. Convey to the mayor, don't let him shame us like this'. Rakhmonov replied: 'Okay. Okay'.
