A presidential decree 'On improving the system of providing social services to persons without a fixed place of residence' has been adopted, the Ministry of Justice reported.

Under the decree, rehabilitation centers for homeless people operated by internal affairs bodies will be renamed to Centers for Temporary Shelter and Social Rehabilitation.

The practice of placing homeless individuals in such centers based on a court decision is abolished. Starting September 1, 2026, homeless people may be accommodated in social centers only with their consent.

Persons placed in social centers will be provided with temporary housing, food, and personal hygiene products at the expense of funds allocated to these centers. They will also receive social services and assistance according to individual plans, along with other support measures.

From October 1, 2026, homeless people in social centers will be recognized as unemployed in accordance with legislation. For their vocational training, district (city) departments for poverty reduction and employment promotion will issue special vouchers.

During their stay in social centers, homeless individuals will be registered at the address of temporary residence in the facility.

State fees related to registration at the place of temporary residence and processing identity documents for homeless people will be covered by the 'Sakhovat va Kumak' fund.

Earlier, the president announced new measures to support homeless people.
