Uzbekistan is set to introduce a 'family-based' support system for children with special educational needs starting September 1, 2026. Social workers will assist parents in engaging children in education and social services.

According to the press service of the Ministry of Justice, the relevant decree was signed by the president. Social workers will continuously monitor whether children are utilizing educational and social services.

If necessary, they will be connected to other types of assistance. A comprehensive assessment group from 'Inson' centers will evaluate the needs of children aged 3 to 18 and refer them to state educational institutions.

The assessment of functional capabilities and daily activities will be based on adapted criteria of the disability scale. Starting October 1, 2026, the new system will be piloted in Navoi and Khorezm regions.

Earlier, it was reported that Uzbekistan is preparing a new package of measures to develop the social protection system. Plans include expanding access to education for children with disabilities, changing approaches to helping the homeless and human trafficking victims, and digitizing transport benefits.
