The President of Uzbekistan has signed a decree "On Measures for Fundamental Improvement of the System of Training Personnel in the Field of Medicine and Pharmaceuticals." According to the document, the training of doctors will be restructured based on the real needs of regions and hospitals, with more emphasis on practical training, and clinical residency will be replaced by a new residency system.
Starting from the 2027/2028 academic year, a six-year "General Medicine" program under the "5+1" scheme will be introduced on the basis of the "General Medicine" (Lechebnoe Delo) track. The final year will be entirely dedicated to practice. Graduates will receive the qualification of a general practitioner and will be able to work as family doctors. Students already enrolled in "General Medicine" will continue their studies under adapted curricula and programs.
A one-year practice will also be introduced for final-year students of all other medical bachelor's programs. Dental clinics will be assigned to medical universities, where dental students can undergo practical training. Furthermore, from the 2027/2028 academic year, the parameters of the state order for medical bachelor's programs will be approved by the Ministry of Health. The number of places will be determined based on how many doctors and pharmacists the country needs now and in the future.
The calculation will take into account the needs of individual regions and medical organizations, as well as the shortage of specialists in specific fields. The analysis of personnel shortage has been entrusted to the Research Center for Public Health. Another important change is the transition to residency for training narrow specialists. Starting from the 2026/2027 academic year, residency in family medicine will be launched, and from 2027/2028, all training of narrow-profile specialists will be transferred to residency. Admission to clinical residency will be discontinued, and part of the budget places in master's programs will be redistributed in favor of new programs.
After completing residency, graduates will receive a state diploma corresponding to level 7 of the International Standard Classification of Education and the National Qualifications Framework. Recall that in Uzbekistan, children of medical and pharmaceutical workers with at least 15 years of service in state institutions will have part of their university tuition costs compensated.
