Saidkakhor Holkhuzhaev, who managed the administration of Tashkent's Chilanzar district for over four years, has been appointed to a prominent governmental position. He has assumed the role of First Deputy Minister of Investments, Industry and Trade of Uzbekistan. According to the ministry's press service, this high-ranking position had remained vacant for more than a year.
The vacancy arose after the previous first deputy minister, Nozimjon Kholmurodov, stepped down in August 2025 to take charge of the Light Industry Development Agency. Since then, the post had stayed unoccupied until the recent appointment of Holkhuzhaev, who brings substantial administrative experience to the table.
Holkhuzhaev, 45, was born in the Akkurgan district of the Tashkent region and is a graduate of the Tashkent Financial Institute, where he also completed his master's degree. He spent a significant portion of his career in the banking sector, accumulating 17 years of experience. Between 2017 and 2019, he served as the head of the 'Uzagrosugurta' insurance company.
His professional background further includes senior positions within key economic institutions. In March 2019, Holkhuzhaev was appointed Deputy Chairman of the Central Bank of Uzbekistan, and in December 2020, he transitioned to the position of First Deputy Minister of Economic Development and Poverty Reduction.
Most recently, in August 2022, he took over as the hokim (head) of Tashkent's Chilanzar district. On October 15, reports confirmed his departure from the district administration. The Chilanzar district is now led by Hayot Inogamov, who previously headed the capital's Yangikhayot district.
