Uzbekistan has announced a comprehensive restructuring of its pasture management regulations aimed at preserving land resources and supporting the livestock sector. Under a newly enacted presidential decree, agricultural lands will be divided into specific color categories reflecting their ecological condition, accompanied by stricter enforcement mechanisms for grazing violations.

Based on detailed geobotanical surveys, pasture areas will be segregated into green, yellow, and red categories. Grazing will be permitted under standard regulations in green zones, while yellow zones will require rotational use to allow vegetation recovery. Meanwhile, red-category pastures will face a complete grazing ban for a minimum duration of three years to rehabilitate degraded ecosystems.

Enforcement is set to be heavily automated through the E-yaylov information system, which will directly generate lawsuits for the termination of lease agreements against rule-breakers. Furthermore, starting in 2028, land users will be granted access to subsidized pasture insurance covering productivity losses from natural disasters and fires, with half of the premium subsidized by the Agricultural Insurance Fund.

The legislative framework also allocates community pastures to local makhalla residents on a 49-year free, tax-exempt lease basis, prohibiting any form of subleasing or partitioning. Additional oversight measures include restricting well-drilling strictly to designated optimal placement maps starting November 2026, alongside mandatory online auctions for commercial livestock complex plots.
