Uzbekistan is overhauling its healthcare qualification system by introducing mandatory state registration for all medical and pharmaceutical practitioners. According to a government resolution, starting January 1, 2030, only specialists who have successfully completed official state registration in their respective fields will be legally permitted to practice. This registration will be valid for a period of five years, after which professionals will be required to renew it.
The transition to the new regulatory framework is scheduled to begin ahead of the final deadline. From July 1, 2027, until January 1, 2030, specialists will have the opportunity to undergo registration on a voluntary basis. The process during this interim phase involves either passing a specialized examination or utilizing an automated registration procedure linked to the assignment of professional qualification categories.
Certain exemptions have been outlined for highly experienced professionals. Specifically, practitioners with at least 20 years of specialized work experience and an academic degree will be permitted to register without taking the special examination. However, this exception explicitly excludes individuals who have experienced a break in their continuous professional practice of three years or more prior to submitting their application.
The administrative process will be managed by the Center for Qualification Assessment of Medical and Pharmaceutical Workers. Applications can be submitted digitally through public service centers, the Unified Portal of Interactive State Services, or a specialized medical qualification platform. Electronic submissions will be processed around the clock, including weekends and holidays, with the authorized body required to review applications within five working days.
Certificates of state registration will be issued exclusively in electronic format, and traditional paper documents or duplicates will not be provided. The validity of credentials can be verified through the Unified Electronic Register of Medical and Pharmaceutical Specialists. The resolution is set to take effect three months after its official publication.
