The Ministry of Economy and Finance has published a comprehensive regional ranking reflecting public activity and administrative efficiency within the “Initiative Budget” framework. The assessment is designed to measure how actively citizens participate in local fiscal matters and whether regional officials are fulfilling their designated duties properly.
According to the official data, Bukhara Region scored 86.6 points out of a maximum 100, securing the top spot and emerging as the most exemplary region in participatory budgeting. Namangan Region followed in second place with 83.6 points. Meanwhile, Fergana, Surkhandarya, and Tashkent regions also secured prominent positions with scores hovering around the 77-point mark.
Conversely, performance in several other regions exposed deep-seated structural issues and bureaucratic friction. The Republic of Karakalpakstan settled at 13th place, entering the general yellow category. Andijan Region recorded the worst result nationwide with a dismal 55.3 points, falling dramatically behind all other administrative divisions. Out of its 16 districts and cities, only a single one managed to enter the green category, while 6 were classified as yellow and 9 dropped into the critical red zone.
The ranking for the third quarter was compiled based on five distinct criteria, with a maximum allocation of 20 points per category. These criteria evaluate the organization of project selection stages, public engagement levels, compliance with territorial fund formation rules, civic oversight mechanisms, and the actual execution of winning proposals.
Regarding the final criterion—the implementation of approved projects—Jizzakh, Khorezm, and Surkhandarya regions demonstrated the highest operational performance. In contrast, Syrdarya, Navoi, Andijan, and Samarqand regions posted weak execution rates, signaling widespread bottlenecks in turning public initiatives into reality.
