The Uzbek authorities are reportedly reviewing the framework for issuing work permits to private schools and kindergartens across the country. During a recent meeting in Samarkand, First Deputy Prime Minister and Minister of Education and Science Erkinjon Turdimov allegedly suggested that obtaining a separate ministerial license should be reevaluated if an institution has already secured approvals from sanitary, construction, and fire safety agencies.

According to the minister's purported statements, specialized services thoroughly inspect premises prior to opening to ensure compliance with safety standards. Consequently, the necessity of acquiring an additional departmental license has been questioned, with officials arguing that the exact scope of secondary ministerial verification remains ambiguous.

However, industry observers point out that specialized agencies traditionally evaluate only a fraction of the prerequisites required for operating an educational facility. Fire inspectors focus solely on fire safety, sanitary services monitor hygiene protocols, and construction inspectors assess accessibility for disabled individuals. These preliminary conclusions function as components of the licensing procedure rather than a complete substitute for it, according to government regulations.

In addition to physical infrastructure, licensing criteria regulate educational quality, including classroom sizes, teacher-to-student ratios, faculty qualifications, and academic curricula. Abolishing separate licensing would theoretically require establishing alternative mechanisms to monitor adherence to these educational standards at various stages of operation. v

Mandatory licensing for non-state educational organizations is legally anchored in national legislation, specifically the Law on Education. Altering this mandate would necessitate comprehensive legislative revisions rather than minor administrative adjustments. Official sources emphasize that the matter remains purely at the proposal stage, with no formal cancellation of licensing requirements officially confirmed.
