The President of Uzbekistan has signed a decree aimed at developing the psychological service sector within the continuous education system. The document allegedly seeks to improve the quality of human capital, ensure the psychological well-being of youth, and fundamentally modernize the scientific, methodological, and organizational foundations of psychological support in educational institutions. The initiative also supposedly provides for the expansion of fundamental and applied research in psychology.
According to the decree, an interdepartmental council has been established under the leadership of the Minister of Education and Science to oversee research and personnel training in psychology. Furthermore, the authorities approved the creation of a Research Institute of Psychology based on the educational center of the Tashkent State Pedagogical University, which will act as the core institution for staff retraining and qualification enhancement.
The regulation establishes a mandatory requirement for psychological service personnel in educational institutions to undergo professional development at least once every five years. Targeted psychological diagnostics for educators and students will become a core activity, conducted via a specialized electronic platform utilizing artificial intelligence technologies to categorize individuals into specific support groups.
The newly established institute will incorporate specialized laboratories focusing on digital psychology, educational psychology, and psychological health prevention. Plans also include the launch of a unified electronic platform for psychological assistance and a national monitoring system by October 2027.
