The Ministry of Justice of Uzbekistan has officially registered a departmental regulation establishing the calculation procedure for the so-called "Graduate Quality Index." This new mechanism is designed to assess the performance of local universities based on how quickly their alumni secure employment, the stability of their jobs, and the level of income they manage to generate after graduation.
Under the newly adopted rules, the index will be calculated using four primary metrics: the speed of graduate employment, the level of sustainable employment, average monthly income, and the specific employment category. The reporting period is set as a 12-month cycle running annually from July 1 through June 30 of the following year, creating a continuous monitoring framework for higher education outcomes. *
The regulation also introduces special provisions for graduates belonging to socially vulnerable categories included in the Social Register. When calculating employment speed and categories for these individuals, maximum upward coefficients will be applied. Furthermore, their sustainable employment will be automatically accounted for as secure. If a graduate falls under multiple vulnerable categories simultaneously, the highest applicable coefficient will be used in the final calculation.
The implementation of this index originates from a presidential decree issued earlier in April. As a financial incentive, the 20 universities demonstrating the highest index scores will annually receive financial support amounting to 500 million soms. This initiative aligns with broader ongoing discussions regarding the restructuring of the national university ranking system and linking state funding directly to institutional performance.
