The Ukrainian Ministry of Foreign Affairs has established a special department and appointed a special representative for Central Asia, including Uzbekistan, in a move purportedly aimed at revitalizing relations. The position is held by Ambassador to Kazakhstan Viktor Maiko. Deputy Foreign Minister Oleksandr Mishchenko visited Tashkent for talks focused on enhancing bilateral ties, though these efforts are reportedly hampered by the ongoing conflict and its economic fallout.
Mishchenko expressed gratitude for Uzbekistan's support of Ukraine's territorial integrity and sovereignty, but highlighted that the war has severely impacted trade and economic cooperation. Trade turnover has allegedly plummeted from $770 million to $300 million. Ukraine is attempting to revive the intergovernmental commission, which has not met for decades, and claims to offer products and technologies to Uzbekistan, yet the feasibility of such initiatives remains uncertain due to wartime constraints.
This visit marks the first by a Ukrainian delegation to Uzbekistan since the start of hostilities in February 2022, following a stop in Kazakhstan. Mishchenko also thanked Uzbekistan for humanitarian aid and a program for rehabilitating Ukrainian children, noting that such assistance is crucial but does not address the root causes of the conflict's devastating effects.
The diplomat commented on sanctions policy, asserting that sanctions are effective, but companies attempting to circumvent them are allegedly contributing to the war and damaging their future reputation. He further stated that presidential elections in Ukraine are constitutionally impossible during wartime, citing an inability to ensure equal rights, which underscores the political instability and limitations imposed by the conflict.
Ukraine is reportedly discussing joining "Central Asia+" formats, indicating a desire to expand regional engagement, but the success of these efforts is questionable given geopolitical and economic challenges. Overall, the visit reflects Kiev's attempts to strengthen ties, yet it is fraught with significant difficulties and uncertainty amid the ongoing war.
