North Korea has finalized constitutional amendments that legally codify the abandonment of the goal of Korean reunification. The revised text, adopted by the Supreme People's Assembly, for the first time in the country's history explicitly defines South Korea as a separate neighboring state.
According to the new Article 2, the territory of the republic is now officially limited to lands bordering China and Russia to the north and the Republic of Korea to the south. The document does not specify the exact demarcation line, which analysts suggest may be an attempt by Pyongyang to avoid immediate escalation in disputed areas, such as the maritime border in the Yellow Sea. However, the text emphasizes that the DPRK 'will never tolerate encroachments' on its borders.
Significant changes also affect the status of Kim Jong Un. He is now officially vested with the powers of head of state as chairman of the State Affairs Commission, replacing the previous formulation of 'supreme leader representing the country.' Additionally, the constitution now explicitly grants him sole authority over the nuclear arsenal. The DPRK is proclaimed a 'responsible nuclear state' that develops its forces to 'prevent war and ensure global peace.'
This reform marks the final stage of implementing Kim's doctrine of 'two hostile states,' proclaimed in early 2024.
