The issue of systemic sexual abuse in the Israeli-Palestinian conflict has resurfaced with new testimonies. Both Israel and Hamas deny the allegations.
A two-year investigation by Israel's Civil Commission accuses Hamas of deliberately and systematically using sexual violence during the October 7, 2023 attacks. The commission reviewed thousands of photos and videos and interviewed hundreds of witnesses.
The report claims Hamas used sexual and gender-based violence as a weapon of war, targeting primarily women and hostages. Attacks occurred at the Nova music festival, military bases, and in front of family members.
A 2024 United Nations report broadly supported Israel's allegations, finding 'reasonable grounds to believe' that conflict-related sexual violence, including rape and gang rape, occurred.
Meanwhile, allegations from the Palestinian side have also intensified. A New York Times article details sexual abuse by Israeli settlers and security forces against Palestinians. The Israeli regime dismissed the claims as 'lies' and plans to sue the newspaper.
A Save the Children report from 2025 states that over half of Palestinian children in Israeli detention reported witnessing or experiencing sexual violence. UN special representative Pramila Patten noted that the true prevalence of sexual violence may take months or years to emerge.
