In accordance with the law "On Food Safety," a draft resolution of the Cabinet of Ministers has been developed. The document provides for the registration of food business operators, assessment of their activities based on risk levels, and organization of state control using new mechanisms.
According to the draft, food business operators will be registered through state service centers or the Unified Portal of Interactive State Services based on an electronic form. The maintenance of the registry is assigned to the Committee for Sanitary-Epidemiological Welfare and Public Health under the Ministry of Health.
Operators will be categorized according to risk levels, and state control over their activities will be carried out based on a risk analysis system. In cases where facilities and products do not meet established safety requirements, authorized bodies will be able to take appropriate measures.
In line with the draft resolution, the Ministry of Health, the Ministry of Justice, and the Ministry of Digital Technologies must implement procedures for providing state services through the Unified Portal of Interactive State Services, as well as a system for tracking applications at each stage, within 3 months.
The Ministry of Justice will establish permanent control over the provision of state services and apply accountability measures to officials for violations of administrative regulations.
The Ministry of Health is tasked with coordinating with relevant agencies to align its regulatory acts with this resolution.
