Uzbekistan is rolling out a comprehensive support model for children under three years of age with developmental disabilities. The new system will cover the entire pathway from diagnosis to full rehabilitation and state funding of necessary treatment.

The president signed a corresponding decree aimed at radically improving social services for persons with disabilities. The document officially introduces the 'Early Intervention' service ('Erta aralashuv'), which will enable specialists to timely identify developmental disorders and provide targeted assistance to families at the earliest stages.

The service will be phased in until June 1, 2026. Under the new model, children will receive comprehensive support: correctional and developmental assistance from special educators; rehabilitation sessions with physical therapy instructors; and monitoring and assessment at early developmental stages.

Special attention is paid to the medical component. Costs for additional examinations and surgical treatment of children with anatomical defects will be covered by the State Medical Insurance Fund. The system's implementation is expected to improve the quality of life for children and their families, as well as reduce the risk of severe disability through timely diagnosis and support.

Other financial benefits are also provided. Specifically, for parents of children with disabilities aged 3 to 18, monthly payments for day care centers of up to 3 million soums are exempt from income tax. Additionally, the right to free travel on urban public transport is extended to persons with Group I disabilities and one accompanying person.
