The Ministry of Economy and Finance of Uzbekistan has issued an order aimed at enhancing the transparency of local budgets. According to the document, effective from March 19, the Council of Ministers of the Republic of Karakalpakstan and hokimiyats (local administrations) at all levels are required to publish decisions and directives on the use of additional local budget funds on their official websites and the “Open Budget” information portal within 3 working days of their adoption.

The order also stipulates that the “Open Budget” portal must continuously publish information on the amounts of personal income tax paid by individuals over a specific period, property tax, and land tax, as well as expenditures made from these taxes (broken down by categories). This measure is designed to provide citizens with the ability to monitor how their tax revenues are being utilized.

Previously, in January 2026, the Agency for Countering Corruption uncovered that hokims had unjustifiably concealed approximately 400 decisions on the E-qaror platform. This incident highlighted deficiencies in budget transparency and a tendency to withhold information, which the new order seeks to address.

Analysts suggest that these measures could represent a significant step in controlling the efficient use of budgetary funds and combating corruption. However, in practice, challenges remain regarding the timely and complete publication of decisions, as well as expanding public access to this information.
