A decree by the Cabinet of Ministers of Uzbekistan, No. 125 dated March 30, has established a procedure for notifying the State Road Traffic Safety Service (SRTSS) about penalties imposed on individuals who have obtained the right to operate vehicles based on civil-law relations for violating traffic rules. This measure will take effect from April 1, 2026, and aims to enhance road safety and improve monitoring of violations.

The notification process will be carried out through the YAIDXP platform (my.gov.uz) or the SRTSS mobile application developed by the Department of Public Security. Vehicle owners must open a personal account on these platforms, fill out an application specifying the term of the operating right, and confirm it via electronic digital signature, Mobile ID, or Face ID, which signifies consent to the formalization of future penalty decisions.

A fee of 10% of the basic penalty amount (BPA), currently 41,200 soums, will be charged for the notification service. This new system will commence alongside the introduction, from April 1, of a penalty points system for violations recorded by special automated photo and video recording systems. Penalty points will be assigned to the specific driver, facilitating more precise allocation of responsibility between the vehicle owner and the operating individual.

The penalty points system was launched on June 1, 2025, and initially applied only to violations recorded by SRTSS officers. The new decree expands this system to include individuals who have obtained operating rights based on civil-law relations, further strengthening road safety measures in Uzbekistan.
